To enhance its counselling function, the Association and its branches have established after-care counselling divisions pursuant to the Rehabilitation Protection Act whereby the Association uses appropriate persons from society who are interested in the public welfare to serve for free as volunteer after-care counsellors. A person from each after-care counselling division is nominated as the chief after-care counsellor; one to three people are nominated as deputy chief after-care counsellors. They serve for a term of 3 years, and they may be re-appointed.
The “After-Care Counsellor Volunteer Service Program” has been designed pursuant to the Volunteer Services Act promulgated by the Government to establish several rules for the after-care counsellors to follow, such as hiring requirements, training sessions, work descriptions, management and promotional criteria. After-care counsellors may be divided into several small teams if it is necessary to assist the branches with in-prison services, individual interviews and counselling, and various administrative procedures and promotional matters etc.
